Real story. Someone emailed us recently.

He had just received a tax assessment Form JA from LHDN. He didn’t agree with the numbers.

So he did what most people do … he wrote a long email to LHDN explaining his situation, assumed it counted as an appeal, and then sat back and waited.

Thirty days passed.
Nothing happened in his favour. Because that email? Not an appeal. Not even close.

Here is the hard truth about tax appeals in Malaysia that most people only learn the painful way.

If you want to officially dispute a tax assessment, you must use Form Q. Not a letter. Not a phone call. Not a walk-in explanation. Form Q, submitted within 30 days from the date printed on the notice.

Not the day you opened it.
Not the day you finally panicked.
The date on the notice itself.

Use the wrong form, appeal is invalid.
Submit one day late, appeal is gone.
Write a very nice letter instead, LHDN appreciates the effort, but it still doesn’t count.

And now for the part that genuinely shocks people.
Submitting an appeal does NOT mean you can stop paying.

The tax assessed is still due while your appeal is being processed. LHDN does not press pause on collection just because you disagree.

Many taxpayers assume otherwise, delay payment, and then discover that what started as one problem has quietly grown into two. A disputed assessment AND a collection notice running at the same time.

By then, it is no longer just a tax issue. It is a stress issue.

So if you receive an LHDN assessment and you disagree with the numbers, here is what you actually need to do:
✅ Use Form Q, no shortcuts
✅ Submit within 30 days from the notice date
✅ Include proper grounds, full details, authorised signature
✅ If you missed the deadline, apply for extension using Form N, but you need solid reasons, not “I was busy”
✅ Continue paying or make arrangement, do not assume appeal equals payment holiday

Being right is only half the battle. In tax appeal work, the process, the form, the timing, all of it matters just as much as the facts.

We see taxpayers lose good cases not because they had no argument, but because the paperwork was wrong or the deadline was missed by a few days.
